Creates the Colorado-Ireland International Trade Commission within the Colorado Office of Economic Development, consisting of 11 members including 4 state legislators, the Director of Economic Development, and appointed individuals with expertise in international business, Irish-American affairs, higher education, and economic development

Appointed members serve 3-year terms without compensation or expense reimbursement, with all initial appointments due by August 31, 2026, and the first meeting by September 1, 2026

Commission must meet at least twice per year with a quorum of 6 members and may conduct meetings electronically

Primary duties include advancing bilateral trade and investment between Colorado and Ireland, encouraging mutual investment in infrastructure and human capital, and promoting business, educational, and cultural exchanges

Annual reports due to the General Assembly and Governor by January 15 each year beginning in 2027, detailing meeting frequency, minutes, and recommendations
