Parents or guardians face civil penalties when their minor child (under 18) violates laws governing electrical assisted bicycles, electric motorcycles, electric scooters, or electric skateboards, including age restrictions, safe operation requirements, and helmet/gear compliance

First violation: penalty up to $100 or a written warning; second violation within two years: up to $200; third or subsequent violation within two years: up to $300 plus additional compliance conditions

Parents are presumed to have permitted the minor's use if they purchased, own, or store the vehicle, or knew or should have known about the operation

Parents can rebut the presumption by showing the vehicle was taken without permission, reasonable prevention steps were taken, modifications were made without their knowledge, or the minor circumvented access controls

Effective date is August 12, 2026 (90 days after legislative adjournment), and the law creates civil rather than criminal liability
