Establishes a statute of limitations allowing individuals to sue healthcare providers for injuries from youth gender transition procedures until the individual reaches 38 years old

Defines "youth gender transition procedure" as medical processes performed before age 26 that alter anatomy, physiology, or mental state to further identification as the opposite sex, including hormone treatments, surgeries, and counseling

Covers claims against physicians, surgeons, endocrinologists, mental health professionals, clinics, hospitals, and other entities involved in recommending, approving, or providing such procedures

Excludes from the definition: male circumcision and procedures to treat medically verifiable disorders of sex development (such as ambiguous external sex characteristics or chromosomal abnormalities)

Applies to both intentional and negligent acts, overriding other statutes of limitations, with a severability clause to preserve valid portions if any part is found unconstitutional
