Exempts residential customer CO2 emissions from gas combustion from gas distribution utilities' clean heat plans, requiring utilities to exclude residential emissions from both baseline and projected emissions calculations

Allows utilities that already submitted clean heat plans to file revised plans excluding residential emissions by December 31, 2027, or within two years of their original submission, whichever is later

Requires the Public Utilities Commission to adopt rules by December 31, 2026 permitting revised clean heat plans and prohibits the commission from adopting rules that would prevent utilities from installing, maintaining, or upgrading gas infrastructure to residential properties

Permits gas utilities to recover costs for "system safety and integrity projects" (including pipeline integrity programs, pipe inspections, compressor station upgrades, and federal safety compliance projects) through annual rate adjustments

Repeals the existing prohibition on gas utilities providing incentives, including line extension allowances, to customers for establishing new gas service to a property
