Beginning July 1, 2027, buildings with public restrooms must provide at least one baby diaper changing station per floor in either gender-specific restrooms, non-gendered single-stall restrooms, or non-gendered multi-stall restrooms

Building owners/managers must clean changing stations with the same frequency as the restroom and maintain, repair, or replace them as needed for safety and ease of use

Required signage includes gender-neutral pictograms near restrooms indicating changing station availability and signs near building entrances showing locations of all public restrooms and changing stations

Exemptions apply to certified historic structures and buildings where installation would violate ADA accessibility standards, provided the owner demonstrates no alternative design is possible and made good-faith compliance attempts
