Amends the Traveling Animal Protection Act to require environmental education programs using animals be conducted by a "professional" rather than just any "individual"

Defines "professional" as an individual or organization holding accreditation or certification from at least one of three bodies: the Association of Zoos and Aquariums, the Global Federation of Animal Sanctuaries, or the American Sanctuary Association

Effective date of August 12, 2026, assuming legislative adjournment on May 13, 2026

Subject to referendum petition; if challenged, would require voter approval in November 2026
