Creates the "Hair Product Transparency and Safety Act" requiring warning labels on hair relaxers and synthetic hairpiece products containing carcinogens or reproductive toxicants, effective July 1, 2027

Requires warning labels in at least 12-point font stating "This product contains a chemical known to cause cancer" and/or "This product contains a chemical known to cause birth defects or other reproductive harm"

Applies to in-store sales and internet transactions, with online sales requiring conspicuous warning statements at the time of purchase

Defines carcinogens based on classifications from the International Agency for Research on Cancer (WHO), the federal Department of Health and Human Services, and the EPA

Imposes civil penalties of up to $10,000 per day per violation for manufacturers who fail to comply, with penalties credited to the general fund
