Creates the Pathways to Public Service Program in the Department of Personnel to connect secondary schools, postsecondary institutions, and workforce centers with state government employment opportunities

Requires the Department to partner with the Department of Education, Colorado Community College System, Department of Higher Education, Department of Labor and Employment, and Colorado Workforce Development Council to align work-based learning strategies

Participation by academic and workforce entities is voluntary, and the program must be administered using existing resources with no new funding

Mandates adoption of hiring policies that recognize work-based learning experiences as valid qualifications for state personnel system positions

Requires annual data collection on program hires, including demographics, educational pathways, and retention rates, to be submitted to the Colorado Workforce Development Council by June 30, 2027 and annually thereafter for inclusion in the Colorado Talent Pipeline Report
