Each of the four legislative leaders (House Speaker, House Minority Leader, Senate President, Senate Minority Leader) may select up to 5 bills per regular session to receive a dedicated local government impact hearing

Local government impact hearings are 1-2 hour sessions at the beginning of scheduled committee hearings where counties, cities, municipalities, and statewide organizations representing local governments can testify about a bill's effects without standard time limits

Legislative Council staff must facilitate and calendar these hearings when requested by legislative leadership; the committee chair determines the exact hearing length within the 1-2 hour range

Local governments and their representative organizations may also provide additional testimony during the regular public comment period after the impact hearing concludes

Takes effect beginning with the 76th General Assembly (first regular session), with the Legislative Council Director of Research required to develop implementation procedures by December 1, 2026
