Prohibits manufacturing firearms, unfinished frames/receivers, large-capacity magazines, or rapid-fire devices using 3D printers, CNC milling machines, or similar devices, with an exemption for federally licensed firearm manufacturers

Criminalizes possession of digital instructions (CAD files or code) for 3D printing firearms or firearm components when circumstances indicate intent to manufacture illegally or distribute to non-licensed persons in Colorado

Bans selling or distributing digital firearm printing instructions by any means, including over the internet, to Colorado residents who are not federally licensed firearm manufacturers

First-time violations constitute a class 1 misdemeanor; second or subsequent offenses are elevated to a class 5 felony

Effective date of July 1, 2026, applying to offenses committed on or after that date
