Expands the Water Quality Control Division's authority to require remediation of water quality issues affecting mobile home park residents' welfare, not just health and safety

Authorizes the Division to issue orders compelling park owners to certify they have notified residents of water quality issues as required by law

Increases civil penalties for noncompliance: up to $10,000 per violation plus up to $5,000 for each 30-day period the violation continues (changed from monthly)

Removes park owners' right to administrative hearings for civil penalties, limiting them to judicial review; hearing rights remain only for remediation plan orders

Clarifies that park owners cannot pass remediation compliance costs to residents, unless the owner also resides in the park
