Requires all persons testifying before Colorado General Assembly committees to take an oath affirming their testimony is true and accurate, with acknowledgment that knowingly making materially false statements may constitute first-degree perjury

Committee chairs must administer the oath to witnesses before they testify

Exempts General Assembly members (protected by speech-or-debate clause), legislative employees testifying within their job duties, and presenters at hearings that don't require sign-up (such as SMART Act and Joint Budget Committee hearings)

Applies to all committees composed solely of General Assembly members that take public testimony, including standing committees, joint committees, and interim committees

Takes effect August 12, 2026, unless a referendum petition is filed, in which case voter approval would be required at the November 2026 general election
