Reduces General Fund appropriations by approximately $11.5 million (from $452.3 million to $440.9 million) while making various adjustments across program areas

Key adjustments include increases to Health, Life, and Dental benefits, Higher Education Federal Mineral Lease Revenues Fund appropriation (from $16.9 million to $17.3 million), and State Aid for Foster Students Program (from $2.96 million to $4.06 million with 4.0 FTE)

Reduces fee-for-service contracts with state institutions by approximately $12 million and makes corresponding reductions to limited purpose fee-for-service contracts across governing boards

Also amends FY 2024-25 appropriations (HB 24-1430) to extend the SB23-005 CCHE Grants to Expand Forestry Programs appropriation availability through the 2025-26 fiscal year and increases that line item from $766,418 to $1,803,568
