Increases General Fund appropriation by approximately $12.8 million (from $875.2 million to $888.0 million)

Major adjustments include increased funding for Health, Life, and Dental benefits across multiple divisions, additional $1 million for State Internet Portal Authority IT Grant from gifts/grants/donations, and $613,300 for new Courthouse Information Technology Infrastructure

Increases Office of Alternate Defense Counsel conflict-of-interest contracts from $59.3 million to $70.9 million and mandated costs from $3.0 million to $3.4 million

Also amends FY 2024-25 appropriations to increase Office of Alternate Defense Counsel operating expenses from $271,959 to $1,166,959
