Amends FY 2022-23 capital construction appropriations for Department of Corrections projects totaling $32,416,760, including utility water line replacement at Arkansas Valley Correctional Facility ($9,539,209), kitchen renovation at Sterling Correctional Facility ($2,800,000), water tank repairs at East Cañon City Prison Complex ($5,795,922), sewer line replacement at Buena Vista Correctional Facility ($1,878,692), and shower/drain improvements at Arkansas Valley ($12,402,937)

Increases funding for Community College of Denver's Boulder Creek Building Remodel and Addition from $22,938,122 to $30,438,122, with funds from the Revenue Loss Restoration Cash Fund and institutional reserves

Adds $1,000,000 to Colorado Mesa University's Performing Arts Center Expansion and Renovation project, raising the total from $13,669,574 to $14,669,574, funded through institutional reserves and donations

Adjusts grand totals for capital construction appropriations to $517,386,336 for FY 2022-23 projects and $369,474,625 for FY 2024-25 projects

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, safety, and maintenance of state departments and institutions
