HB 26-1174: School Finance Mid-Year Adjustments

• Reduces the state share of districts' total program funding by $103,472,508 for the 2025-26 budget year due to lower-than-anticipated funded pupil counts, at-risk pupil counts, and higher local property tax revenue

• Decreases the minimum total program funding floor from $10.03 billion to $9.998 billion for the 2025-26 budget year

• Reduces the State Share of Districts' Total Program Funding appropriation from $5.46 billion to $5.36 billion, with State Education Fund contributions dropping from $1.004 billion to $904.6 million

• Cuts Extended High School program funding from $24.56 million to $21.07 million, with estimated TREP Program participants reduced from 250 to 216 FTE

• Clarifies that when the new funding formula calculation is less than the old formula, districts receive the greater of their 2024-25 total program amount or the old formula calculation (without the 15% phase-in addition)
