Discontinues annual transfers from the State Education Fund to the Colorado Teacher of the Year Fund ($24,800/year) and Early Literacy Fund ($34 million/year) after the 2025-26 budget year

Requires the General Assembly to appropriate at least $34 million annually from the State Education Fund starting in fiscal year 2026-27 for Colorado READ Act purposes, including early literacy grants, per-pupil intervention funds, teacher training, and a public reading campaign

Permits (but does not require) the General Assembly to appropriate State Education Fund money for the Colorado Teacher of the Year Program

Repeals both the Colorado Teacher of the Year Fund and the Early Literacy Fund effective September 1, 2027, with remaining balances transferred back to the State Education Fund

Preserves funding through 2026-27 for the "Colorado READ Act" targeted training initiative for teachers, reading interventionists, principals, and administrators
