Students graduating early in 2025-26 must commence their postsecondary program by December 31, 2026 (shortened from the standard 18-month window) or forfeit state funding

Repeals the requirement for the Department of Higher Education to submit a final evaluation report on program impacts and outcomes by November 1, 2026

Reduces the Fourth-year Innovation Pilot Program appropriation from $555,573 to $524,615 and staffing from 1.0 FTE to 0.7 FTE for fiscal year 2025-26
