Amends Colorado Revised Statutes section 24-75-302 to add this transfer to the existing schedule of IT capital account transfers

Continues a pattern of annual transfers, following $70,811,334 transferred on July 1, 2024 and $20,557,433 on July 1, 2025

Transfer is exempt from standard appropriation limitations under section 24-75-201.1

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, or safety and for state department support
