Extends the Barber and Cosmetologist Act for 11 years, changing the repeal date from September 1, 2026 to September 1, 2037

Eliminates the six-member advisory committee that previously assisted the director with duties including reviewing examinations and adopting rules

Adds specific exemptions from licensure requirements, including mortuary science professionals, tattoo artists performing microblading, electrologists, theatrical/TV/film hair and makeup workers, individuals providing free haircuts for nonprofits, makeup application services, and nail polishing

Updates definitions for barbering, cosmetology, esthetician, and hairstyling to include services such as body wraps, beard/mustache trimming, and hair lightening and coloring

Replaces gendered language (he/she, his/her) with gender-neutral terms (they/their) throughout the act
