Extends the Commissioner of Agriculture's authority to license pet animal facilities under the Pet Animal Care and Facilities Act (PACFA) for 15 years, from September 1, 2026 to September 1, 2041

Restructures the pet animal advisory committee effective January 1, 2027, reducing membership from 17 to 15 individuals with 4-year terms limited to 2 consecutive terms

Requires pet animals (excluding reptiles, fish, and rodents) imported for sale to have a valid certificate of veterinary inspection issued within 10 days prior to arrival in Colorado

Increases maximum civil penalties for PACFA violations from $1,000 to $2,500 per violation and removes the $700 cap on license application fees, allowing the commissioner to set fees based on actual administrative costs

Relocates the Colorado Pet Overpopulation Authority statute from the PACFA to remove it from sunset review while maintaining its functions including the pet overpopulation fund and trap-neuter-return programs
