Extends the Cold Case Task Force in the Department of Public Safety for 13 years, from September 1, 2026 to September 1, 2039

Authorizes the Executive Director of the Department of Public Safety to appoint additional members to the task force beyond the current 16 statutory members

Changes the sunset review process from a full regulatory agency review under section 24-34-104 to an advisory committee review under section 2-3-1203

Implements recommendations from the Department of Regulatory Agencies' 2025 sunset report

Takes effect August 12, 2026, unless a referendum petition is filed
