Authorizes vintner's restaurant licensees to sell and ship wine directly to winery club members, requiring verification of member identity, age, and delivery address matching club records

Increases the wholesale distribution limit for distillery pub licensees from 2,700 liters to 8,100 liters per spirits product per calendar year

Requires expanded sales room permit applications to be posted publicly for 30 days and published in a local newspaper, with the state licensing authority deciding within 90 days
