Changes the state auditor's annual examination of school district records from mandatory to discretionary for districts receiving State Education Fund money for charter school capital construction projects

Applies to examinations that determine how much State Education Fund money each district spent on capital construction and which schools and projects received the funds

Removes outdated references to the school capital construction expenditures reserve that existed prior to July 1, 2008

Takes effect August 12, 2026 (90 days after legislative adjournment), unless a referendum petition is filed
