Eliminates the homeless prevention activities program advisory committee, which consisted of at least three members including a Department of Human Services representative and two public members

Transfers full administrative authority over the homeless prevention activities program to the Division of Housing within the Department of Local Affairs

Grants the Division of Housing power to establish and enforce standards for all homeless prevention activities covered by the program

Authorizes the Division to set standards ensuring program funds (collected under section 39-22-1301) are properly allocated to nongovernmental agencies for direct client services

Effective date of August 12, 2026, subject to potential referendum petition
