Extends the vessel registration program administered by the Colorado Department of Natural Resources from its current September 1, 2026 repeal date to September 1, 2036

Removes the program from the list of agencies scheduled for sunset review in 2026 and adds it to the 2036 sunset review schedule

Continues the registration and regulation of vessels under Article 13 of Title 33 of Colorado Revised Statutes

Takes effect August 12, 2026, assuming the General Assembly adjourns on May 13, 2026, unless a referendum petition is filed
