Colorado State Forest Service may enter into good neighbor authority agreements with the U.S. Department of the Interior, U.S. Department of Agriculture, or any agency of either department, expanding beyond previous limitations to only the U.S. Forest Service and Bureau of Land Management

Aligns state law with the federal "Expanding Public Lands Outdoor Recreation Experiences (EXPLORE) Act" (Pub.L. 118-234), which broadened the scope of good neighbor agreements

Adds "outdoor recreation opportunities" as an authorized purpose for demonstration projects under good neighbor authority, alongside existing goals of forest health and resilience

Updates the definition of good neighbor authority to reference 16 U.S.C. sec. 2113a and 16 U.S.C. sec. 8571, replacing outdated statutory citations

Supports state goals for wildfire risk reduction, rural economic development, and sustainable outdoor recreation through expanded cross-boundary project authority and flexible reinvestment of project revenue
