CO HB1211

Authorizes the Colorado Public Utilities Commission to regulate broadband and voice-over-internet protocol (VoIP) services, including service provided over low earth orbit satellites

Empowers the commission to adopt rules on infrastructure resiliency standards, outage reporting, safety standards, emergency preparedness plans, minimum power backup requirements, and data collection on deployment, pricing, and adoption

Allows the commission to conduct evaluations and audits of ISP facilities and issue remedial orders requiring service improvements, infrastructure repairs, or fines for violations (fines credited to the general fund)

Requires annual reports to the General Assembly starting September 1, 2027, covering broadband subscriber counts, service performance data, outage lists, and enforcement actions

Removes the existing regulatory exemption for VoIP service and creates exceptions allowing broadband regulation for commercial mobile radio services, information services, and internet-protocol-enabled services
