Repeals the Biomass Utilization Grant Program administered by the Colorado State Forest Service, implementing the Department of Regulatory Agencies' 2025 sunset review recommendation

The program being eliminated allowed grants up to $2.5 million for projects demonstrating biomass utilization for wildfire mitigation, energy generation, and biochar agricultural applications

Removes the program from the list of agencies and functions scheduled for sunset review under Colorado Revised Statutes section 24-34-104

Effective date is August 12, 2026 (90 days after anticipated adjournment), unless a referendum petition is filed
