Investor-owned utilities and wholesale electric cooperatives subject to federal orders requiring plants to remain operational past scheduled retirement dates must file quarterly reports with the Public Utilities Commission detailing operating costs, capital expenditures, electricity generated, and resource curtailments

Investor-owned utilities may apply for financing orders to recover costs of complying with federal orders requiring continued plant operation

Public Utilities Commission must approve sufficient accredited capacity for investor-owned utilities serving 500,000+ customers to reliably implement plant retirement dates and meet the state's 80% carbon dioxide emission reduction target by 2030
