Children and youth in dependency and neglect proceedings have explicit legal standing regarding all matters related to their interests and the right to full representation by a guardian ad litem or counsel for youth throughout proceedings, including appeals

If a county department of human or social services seeks to dismiss a petition before the adjudicatory hearing and the child objects through their guardian ad litem or counsel, the child has the right to pursue a court determination on whether they are dependent or neglected

Counsel for youth must participate fully in proceedings to the degree necessary to represent the youth, including appealing matters to the Court of Appeals or Supreme Court

Parents retain their right to demand a jury trial under existing law, which is not limited by these provisions
