Expands access to child abuse or neglect records to include attorneys representing named individuals and assigned designees, provided they present a valid release of information signed by an authorized person

Allows individuals named as alleged abused or neglected children to disclose and use their own records for litigation, treatment, or services, with county departments shielded from liability for such disclosures

Requires each county department of human or social services to establish and submit a process for current and former clients to access their case records

Repeals the class 2 misdemeanor penalty for improper release of child abuse or neglect records, replacing it with a misdemeanor punishable by up to 90 days in jail or a fine up to $100

Takes effect August 12, 2026, unless a referendum petition is filed
