HB26-1237: Transportation Safety Modifications

• Clarifies tire and traction device requirements for icy/snow-packed state highways by removing separate references to four-wheel and all-wheel drive vehicles, requiring all vehicles to have either tire chains, alternate traction devices, or tires with at least 3/16 inch tread depth with appropriate snow ratings

• Prohibits stopping, standing, or parking vehicles in designated bike lanes except to avoid traffic conflicts or when directed by police officers or official traffic control devices

• Authorizes law enforcement officers and agency employees to move attended or unattended motor vehicles, cargo, or debris from highway rights-of-way when they obstruct or impede traffic or highway maintenance operations, with liability protection for damage during removal

• Adds statutory definition of "crash" to mean traffic, transportation, or vehicle collisions occurring on public or private property involving motor vehicles, vulnerable road users, or other transportation devices

• Updates terminology throughout Colorado Revised Statutes in titles 13, 16, 18, 24, 25, 30, 32, 33, 40, 41, 42, 43, and 44 to replace "accident" with "crash" or "incident" when referring to vehicle or traffic collisions
