Designates emergency medical services (EMS), including ground and air ambulance services, as essential services in Colorado and an integral part of the state's health-care infrastructure

Authorizes public and private ambulance services to participate in and receive reimbursement from state public safety-related systems, including telecommunications and mutual aid systems coordinated by the Department of Personnel and Department of Public Safety

Permits disbursement of money from the emergency medical services account in the highway users tax fund to counties and cities that authorize ambulance services within their boundaries

Allows the governor to direct transfers from the disaster emergency fund to the emergency medical services account to finance EMS needed during declared disaster emergencies

Clarifies that off-duty emergency medical service providers have no obligation to respond to medical emergencies or provide emergency medical services when not on duty
