Creates an Equal Justice license plate available beginning January 1, 2028, or when the Department of Revenue is able to issue it, for motorcycles, passenger cars, trucks, and recreational vehicles under 16,000 pounds

Requires applicants to pay a minimum $50 donation to the Equal Justice Authority for initial issuance and each renewal, with the Authority setting the exact amount annually

Imposes two additional one-time $25 fees beyond standard plate costs: one credited to the Highway Users Tax Fund and one to the Colorado DRIVES vehicle services account

Department of Revenue will not begin creating the plate until sufficient gifts, grants, or donations are received to cover development and administrative costs

Donations collected will be distributed by the Equal Justice Authority: 67% to the Colorado recipient of federal Legal Services Corporation field grants and 33% to qualified civil legal aid providers
