Requires the Department of Corrections to provide individuals released from custody a minimum $100 release allowance free of any deductions for restitution, fees, transportation, clothing, or other expenses

Mandates a 30-day public transit pass for individuals released in metropolitan areas with fixed-route public transit

Makes participation in the Colorado offender identification program mandatory (with opt-out requiring two affirmative confirmations at 6 months and 3 months before release) and requires identification documents be secured at least 120 days prior to release

Requires the Department of Public Health and Environment to collaborate with the Department of Corrections and Department of Revenue to help offenders obtain state IDs, birth certificates, and social security cards

Establishes annual reporting requirements beginning July 2027, including data on release allowances disbursed, number of individuals released with valid identification, and interagency coordination challenges
