Eliminates the September 1, 2026 scheduled repeal of licensing exemptions for informal child care provided by family, friends, or neighbors in home settings, making the exemption permanent.

Lowers the age limit for children served by the early childhood mental health consultation program from 8 years old to 6 years old and extends the final reporting deadline from January 2027 to January 2028.

Clarifies that school districts and charter schools administer preschool services and determine funding priorities for 3-year-olds without disabilities in the universal preschool program, with funding distributed over the fiscal year starting in 2026-27.

Exempts child care facilities approved, certified, or licensed by tribal governments from state licensing requirements, in addition to existing exemptions for other state and federal agencies.

Expands the Early Childhood Leadership Commission from 21 to 22 members by adding the Behavioral Health Administration Commissioner and adds expertise in family economic mobility to commission membership requirements.
