Delays requirement for counties to pay child care providers weekly in advance of services (rather than after) from August 1, 2026 to August 1, 2028

Postpones deadline for using grants and contracts to improve child care access for underserved populations (including infants, toddlers, children with disabilities, and families needing nontraditional-hour care) by two years

Establishes that counties may not spend more than 5% of their allocated child care block grant funds on administrative expenses

Takes effect August 1, 2026
