Effective January 1, 2027, operators of conversational AI services accessible to the public must disclose to users that they are interacting with AI, not a human, through persistent disclaimers or notifications at least every three hours during continuous use.

For users under 18, operators must implement reasonable measures to prevent sexually explicit content, statements simulating emotional dependence, romantic role-playing, and claims that the AI is human or sentient.

Operators are prohibited from using points or unpredictable rewards to encourage minor engagement and must provide privacy/account management tools to minors and their parents or guardians.

Operators must implement protocols to respond to user prompts about suicidal ideation or self-harm by referring users to crisis services (such as suicide hotlines), and must annually report related data to the attorney general's office starting July 1, 2027.

Violations constitute deceptive trade practices enforceable by the attorney general, with civil penalties of $1,000 per violation; the definition excludes developer tools, narrow-topic applications, voice assistants, and business-only internal systems.
