The Department of Public Safety must create and distribute a free model message to all schools covering safe firearm storage, youth access to firearms prevention, cybersecurity, and online safety (including cyberbullying and digital threats)

School districts and charter schools must certify compliance annually by July 1 (starting 2026), with implementation required using existing appropriations and no new expenditures mandated
