Eliminates the state retail delivery fee (currently 8.4 cents per delivery) imposed on retail sales of tangible personal property delivered by motor vehicle to locations in Colorado

Repeals enterprise retail delivery fees collected by six state enterprises: Community Access Enterprise, Clean Fleet Enterprise, Statewide Bridge and Tunnel Enterprise, Clean Transit Enterprise, and Nonattainment Area Air Pollution Mitigation Enterprise

Removes the fee exemption threshold for retailers with $500,000 or less in annual retail sales, as the underlying fees are being repealed

Maintains funding for the Multimodal Transportation and Mitigation Options Fund through general fund transfers under section 24-75-219, while removing the retail delivery fee as a revenue source

Takes effect 90 days after final adjournment of the 2026 General Assembly, subject to potential referendum
