All covered transit agencies must create partner pass programs by June 30, 2027, providing free 6-month transit passes to individuals experiencing homelessness and households receiving public rental assistance, distributed through housing agencies and homeless services organizations

Transit agencies must translate key transit information into languages spoken by at least 5% of the population in counties they serve, with full translated materials required for languages spoken by 20% or more of the population

Beginning January 1, 2028, transit agencies operating routes with 3+ hour average travel times must provide alternate restroom access when onboard facilities are out of service

Covered transit agencies must submit annual reports to the governor and legislature starting January 31, 2028, detailing program implementation, ridership data, paratransit performance metrics, and restroom availability
