Creates three enterprises within the Behavioral Health Administration to collect fees from alcohol manufacturers and wholesalers: Beer, Cider, and Apple Wine Impact and Recovery Enterprise; Spirits Impact and Recovery Enterprise; and Wine Impact and Recovery Enterprise

Imposes fees starting July 1, 2027: $0.05 per gallon on beer, cider, and apple wine; $0.35 per liter on spirits; and $0.07 per liter on wine distributed in Colorado

Establishes an 11-member Alcohol Impact and Recovery Enterprise Board appointed by the Governor, including industry representatives, behavioral health professionals, individuals in recovery, and public health experts serving four-year terms

Funds prevention campaigns, DUI deterrence programs, treatment services, crisis stabilization, and recovery programs through the Behavioral Health Administration's provider network, with prioritization for veterans

Provides $650,000 startup loans from the General Fund to each enterprise on September 1, 2026, to be repaid with interest by July 1, 2029; requires state auditor audits every four years beginning in fiscal year 2032-33
