Public utilities must provide written notice to private property owners at least 90 days before beginning construction or extension of new facilities, lines, plants, or systems that will use their property, regardless of existing utility easements

Notice must be sent by certified mail and published in a local newspaper, including utility contact information, property address, easement recording numbers, description of existing infrastructure, and estimated construction start date

Public utilities must host at least one in-person public meeting in the affected county between 30 and 60 days after providing notice

Property owners may submit written comments to the utility at any time before construction begins

Effective date is August 12, 2026, applying to projects commenced on or after that date
