Exempts school district-operated before- and after-school programs from CDEC rules on playground equipment, background checks, staff training, inspections, immunization documentation, staff supervision, student injury reports, and flavored milk restrictions

Addresses regulatory conflicts where school districts face duplicative oversight from both the Colorado Department of Education and CDEC, including contradictory playground equipment restrictions and staff-to-child ratios that apply only outside regular school hours
