Prohibits operating a commercial motor vehicle on Colorado highways using an automated driving system unless a commercial driver's license holder is physically present in the vehicle, monitors driving performance, and can intervene to prevent illegal or unsafe operation

Requires the CDL holder to be seated in the driver's seat when the commercial vehicle is transporting hazardous materials

Establishes penalties of $1,000 plus $150 surcharge for first offense, $2,000 for second offense, with fines doubling for each subsequent violation

Exempts light-duty vehicles and truck-mounted attenuators (crash-absorbing devices used in highway construction zones) from the requirements

Refers the measure to voters for approval or rejection at the November 3, 2026 election
