Requires nonprobationary teachers who receive a "less than effective" rating to undergo a documented observation and formal written evaluation in the following academic year

Grants local school boards and boards of cooperative services flexibility to design evaluation systems reflecting local needs and staffing realities while maintaining state standards

Preserves districts' ability to conduct informal evaluations, observations, coaching, and feedback outside the formal evaluation process for professional development purposes

Amends legislative declaration to recognize that annual formal evaluations for all nonprobationary teachers can strain administrative capacity without necessarily improving instruction
