Requires Colorado, if it voluntarily participates in the federal tax credit program for scholarship granting organizations under H.R. 1 (Pub.L. 119-21), to include all eligible scholarship granting organizations on its list submitted to the U.S. Treasury Secretary

Prohibits schools receiving scholarship granting organization funds from discriminating against students or families based on disability, race, ethnicity, religion, sex, sexual orientation, gender identity, national origin, socioeconomic status, or other protected characteristics in admissions, enrollment, and educational services

Mandates participating schools comply with federal disability laws (Section 504, ADA Title II, IDEA) and Colorado's Exceptional Children's Educational Act, and prohibits charging additional tuition or fees for required accommodations

Preserves the right of nonpublic schools to maintain their religious mission, character, governance, and instructional philosophy, and to offer religious instruction or worship

Authorizes enforcement through court injunctions filed by injured parties or scholarship organizations, and allows the State Board of Education to suspend a violating school's eligibility to receive scholarship funds for up to five years
