Updates cross-references in remaining statutes to acknowledge repealed sections "as they existed prior to repeal in 2026" for provisions like the backcountry search and rescue study and greenhouse gas sequestration study

Takes effect August 12, 2026, unless a referendum petition is filed, in which case it would go to voters in November 2026
