Removes the current requirement that the Colorado Bureau of Investigation (CBI) operate its firearms background check services at least 12 hours per day, every day except Christmas and Thanksgiving

Allows the CBI Director or designee to set operating hours based on the bureau's business needs, with continuous review of workload statistics

Justified by the 3-day waiting period for firearm transfers enacted in 2023 (HB 23-1219), which reduced the need for immediate background check availability

Intended to enable more strategic staffing, streamlined processes, and cost savings by eliminating unnecessary employee shifts

Effective date of August 12, 2026, unless a referendum petition is filed
